TTTJILI on the Legal Age for Online Betting, POGOs and E-Sabong

  • Under 21? Stop here
The TTTJILI lobby footer and PAGCOR both set the line at 21 years.

Lobby screens read October 2026, cross-read with PAGCOR and BSP papers.

Slots, live tables or sports, the legal age for online betting stays 21 whichever you pick. Anyone younger is shut out of every online gaming platform and every casino door by PAGCOR’s rules, and its responsible gaming page names other groups who are barred at any age. If cockfight betting brought you here, the answer is short: e-sabong has been suspended across the country since 2022, and there is no lawful online way to bet on fights. Below: the full list of who may play, what the letters POGO stand for, and a checklist for any site.

PAGCOR’s responsible gaming page lists the groups below; the legal basis it gives is Presidential Decree 1869, later amended by Republic Act 9487, together with Civil Service Commission Resolution 2600111:

WhoMay they play online?
Persons under 21No
Government officials and employees, including LGUs, state universities and GOCCs with original chartersNo
Members of the AFP and the PNPNo
Persons in the National Database of Restricted Persons (NDRP)No
Employees of licensees and Gaming Employment License (GEL) holdersNo

On the brand’s side, the lobby footer sets its minimum at 21 years and puts a 21+ badge beside a line asking players to play responsibly and in moderation. The desktop sign-up box repeats the 21. If you are under 21, then no lobby setting or tick-box changes PAGCOR’s rule.

Casino age limit Philippines: floor and screen alike

The casino age limit in the Philippines does not change with the venue: 21 at a land casino, 21 on a phone screen. Licensees must print it too, since version 6.0 of PAGCOR’s RG Code of Practice makes a no-under-21 notice part of the standard player information and closes with a 21-and-above tag line.

Legal online play runs through operators PAGCOR licenses. For checking a site there is pagcorguarantee.ph, online since 18 June 2025, plus PAGCOR’s pair of brand-and-domain lists carrying the date 20 October 2026.

POGO meaning

In PAGCOR’s own usage, the acronym expands to Philippine Offshore Gaming Operations. PAGCOR’s remote operations page now lists cancelled offshore gaming operators and service providers under an “Old Framework”. A PAGCOR notice dated 2 February 2025 called the letters and texts circulating about POGOs reopening disinformation.

E-sabong: suspended since 2022

E-sabong was halted across the country on 3 May 2022. Executive Order 9, dated 28 December 2022, keeps that halt going for two things: streaming cockfights from outside a cockpit, and taking remote bets on them from anywhere. Licensed traditional cockfights inside cockpits are not covered.

PAGCOR’s chairman, asked in September 2024, said the agency was not studying a revival and would follow the order. This site lists no sabong operator and gives no route to one.

Red flags to watch for

  1. Online sabong betting on offer. If a site takes bets on streamed cockfights, then it is offering a suspended activity.
  2. No age question at sign-up. If nothing asks you to confirm you are 21, then the site ignores PAGCOR’s first rule.
  3. “POGO licence” for local players. If a site points to an offshore licence, or says POGOs are back, then recall PAGCOR’s February 2025 warning.
  4. A PAGCOR logo with nothing behind it. If neither pagcorguarantee.ph nor the two PDFs show the brand and its domain, then the badge is decoration; PAGCOR has even named fake certificate generators, verification.pagcorlicense.ph among them. More checks are in the TTTJILI fake casino checklist.
  5. GCash or Maya gaming top-ups. If a site says to pay through a wallet’s gaming feature, then note that both were removed on 16 August 2025; see GCash casino payments since 2025.

How to Get Started

  1. Confirm you are allowed to play

Being 21 is step one; you must also fall outside the barred groups, which include public servants, AFP and PNP personnel, gaming licensee staff and NDRP entries.

  2. Run the site past PAGCOR's records

Look for the brand and the exact address in PAGCOR's sources, pagcorguarantee.ph and the 20 October 2026 lists, before handing over any details or money.

  3. Skip anything offering online sabong

Online cockfight betting stopped in 2022 and Executive Order 9 keeps it stopped, so a site taking such bets is acting against that order.

If You Are Asking…

At what age can a Filipino bet online legally?

Twenty-one. Under PAGCOR's rules, a person below that age may neither play on an online platform nor walk into a gaming establishment to play.

What does POGO mean?

Philippine Offshore Gaming Operations, the wording PAGCOR itself uses. PAGCOR's regulatory pages now list cancelled offshore operators under an "Old Framework", and in February 2025 it warned against messages claiming POGOs would reopen.

Is online sabong legal now?

No. E-sabong is still suspended nationwide under Executive Order 9, signed in December 2022, and the suspension covers remote bets on streamed fights. Asked in September 2024, the head of PAGCOR ruled out a revival and said the regulator would follow the order.

What age does the TTTJILI lobby require?

Twenty-one: a footer notice puts the minimum at 21 years beside a 21+ badge, and the desktop register box shows the same number.
