TTTJILI Chargeback: Why a Wallet Payment Has None

A chargeback is a card dispute: you tell your card's issuing bank a charge is wrong, and the bank may reverse it.

A chargeback is a reversal that a card’s issuing bank decides on, and it works only where a card payment sits underneath. Paying a casino cashier from a wallet works differently, which is why this page sits inside the the online scam checks that come before a refund. Below you will find Visa’s own description of the process, what a wallet user has instead, and the steps to take in the first hour.

What a chargeback is, from Visa’s own page

Visa’s corporate chargebacks page describes the sequence from the merchant’s side. It is a card-network process, and it runs in this order:

  1. The customer contacts their bank, the issuing bank, to question a charge.
  2. The issuing bank looks into the claim.
  3. If the query looks valid, the bank may issue a temporary refund while it investigates.
  4. The merchant is told about the dispute by its own bank, the acquiring bank.
  5. The merchant can answer with evidence such as receipts or customer communications.
  6. The issuing bank decides. If the chargeback is valid the customer keeps the refund, otherwise the temporary refund is taken back.

Mastercard’s 2026 insight article on chargebacks says that for 75% of disputes consumers go straight to the issuer, which is the same first step.

Why a wallet payment has no chargeback

The chain above needs an issuing bank and a card. When you pay from GCash or Maya, the saved help pages route a problem to the wallet’s own support team instead.

RouteWho reviews itWhat the saved page says
Card disputeThe card’s issuing bankVisa: the customer contacts the issuer, which decides
GCash reportGCash support teamReport as scam in the app; review within 24 hours; return of funds not guaranteed
GCash wrong numberGCash support teamReversal only if the account is inactive; best-effort refunds; report within 15 days
Maya fraud reportMayaFraud Complaint Form on its help center, plus its phone lines
Complaint about a BSP-supervised providerThe BSPConsumer Assistance Mechanism

None of these is a chargeback. A report is a request for review, and the payment stays where it landed until the wallet or a court says otherwise.

What RA 11765 gives a wallet user

RA 11765, the Financial Products and Services Consumer Protection Act, was approved on 6 May 2022. Two provisions matter to a wallet user with a wrong payment.

ProvisionWhat the Act says
Section 2(e)The right to “timely handling and redress of complaints”
Section 8(f)For a disputed amount or unauthorized transaction, the provider, “pending the result of its final investigation report, shall suspend the imposition of interest, fees and charges, or provide similar reasonable accommodations”

That protects you from fees while a complaint is open, and it is not a refund promise.

The first hour after a wrong payment

Move in this order. Speed matters because GCash asks for disputes within 15 days.

  1. Stop sending money to that account or contact.
  2. In GCash open Transactions, pick the payment, tap Get Help, then Report as scam, fill the ticket form and submit. In Maya use the Fraud Complaint Form on its help center and ring the number its page prints.
  3. Report the person to the PNP or NBI, as both wallets’ pages advise.
  4. Block the contact and keep screenshots of the chat and the transaction.

GCash’s page adds that a report made with malice or in bad faith can bring criminal liability under the Anti-Financial Account Scamming Act, so describe only what happened.

Problem

You sent a wallet payment to a saved account from an earlier deposit, and the funds never appeared in the lobby.

Fix

The lobby’s own Deposit Notice says to place a new order for every deposit and to use the latest deposit account generated by its system, never a saved one, or funds may not be credited. Report the payment through your wallet’s ticket at once, and bring the order details to the 24CS chat you opened on the lobby itself.

Where a chargeback does and does not help

A card charge to a web shop can be disputed with the card’s issuer. A wallet transfer to a look-alike address falls outside that card route, so check the address first with the steps on spotting a fake website before paying. For payment routes the lobby’s forms name, see the overview of casino payment methods in the Philippines. A report that concerns a gambling operator can also go to the regulator, whose published contacts are on the PAGCOR email address list.

FAQ

Can I charge back a GCash or Maya payment to a casino?

The saved GCash and Maya pages offer a report flow, not a card-style chargeback. GCash's Report a scam page says its team reviews your case and that the return of scammed funds is not guaranteed.

What does RA 11765 give me?

It is the Financial Products and Services Consumer Protection Act, signed 6 May 2022. It lists a right to timely handling and redress of complaints, but it does not create a card-style chargeback for a wallet transfer.

How long do I have to report a wrong wallet transfer?

GCash's wrong-number page asks you to report disputes within 15 days of the transaction and says an update comes in 1 to 3 business days.
