Payout meaning, on a table layout, is the profit a winning bet earns for each unit you stake. When the felt says 35 to 1, a winning straight-up bet earns 35 units on top of the stake you placed. What a payout means on a table layout
The Massachusetts Gaming Commission’s roulette rules set a floor: a licensee may not “pay off winning wagers at less than the odds listed”, and then give the list. So a payout like 35 to 1 is a ratio of profit to stake, fixed before the ball is thrown.
Here is what that ratio does to four bets of ₱100 each.

A losing bet returns nothing, whatever the ratio. The rarer the result you backed, the bigger the ratio that pays it.
Payout odds in the Massachusetts roulette rules
The same rules list every bet type. The last column applies the ratio to an example ₱100 stake.

Not every game follows this table. Evolution’s own Lightning Roulette page prints that non-multiplied straight-up bets pay 29 to 1, and the lobby’s Live Casino search returned no Lightning Roulette on 11 October 2026. The lesson is to read the payout for the exact game you open.
Even money: what a 1 to 1 payout returns
Even money is the 1 to 1 row. Evolution’s Live Roulette page uses the term “even-money bet” when it explains the French Roulette zero rule, and the Massachusetts table gives 1 to 1 to six outside bets.
On an example ₱200 bet on red, a win earns ₱200 and you hold ₱400. On a double-zero wheel the Massachusetts rules add one condition: if the ball lands in zero or double zero, the licensee may take half of each even-money bet, returning the other half, or take the whole bet. Under the half option your ₱200 bet would come back as ₱100.
Why a payout is not an RTP
A payout describes one winning bet. RTP describes everything staked across many rounds, which is why the two figures answer different questions. Our entry on what the RTP figure means covers the term in general, and roulette gives a clean example.
The arithmetic below uses a ₱100 straight-up bet. A single-zero wheel has 37 compartments, the numbers 1 to 36 plus one zero as Evolution’s roulette pages describe it, and a double-zero wheel has 38.

Both wheels print the same 35 to 1, yet the average return differs, because the second wheel has one more compartment that never pays the straight-up bet. That gap between the payout and the return is the reason a high payout alone says nothing about a game.

Not every title prints a payout ratio. A tile game scores hands rather than paying odds, and the how to play mahjong steps describe the winning hand, not a casino ratio.
